SEC.1035 .C HART ER FO R THE N AT I ONA L RECONNAISSANCE OFFICE. Not later than February 1, 2010, the Director of National I ntelligence and the Secretary of Defense shall j ointly submit to the congressional defense committees, the Permanent Select C om- mittee on Intelligence of the H ouse of R epresentatives, and the Select Committee on Intelligence of the Senate a revised charter for the National Reconnaissance O ffice (in this section referred to as the ‘‘NRO’’). The charter shall include the following: (1) The organizational and governance structure of the NRO. (2) The role of the NRO in the development and generation of requirements and acquisition. (3) The scope of the capabilities of the NRO. (4) The roles and responsibilities of the NRO and the relationship of the NRO to other organizations and agencies in the intelligence and defense communities. SEC. 103 6 . NATIONAL STRATE G IC FI V E -Y EAR P LAN FOR I M PROVING THE N U CLEAR FORENSIC AN D ATTRI B UTION CAPABILI- TIES OF THE UNITED STATES. (a) IN G ENE R AL.—The President, with the participation of the officials specified in subsection (c), shall develop a national strategic plan for improving over a five-year period the nuclear forensic and attribution capabilities of the U nited States and the methods, capabilities, and capacity for nuclear materials forensics and attribution. (b) E LEMENTS.—The plan required under subsection (a) shall include the following: (1) An investment plan to support nuclear materials forensics and attribution.
