( D ) Any successor, subunit, or subsidiary of any entity described in subparagraph (B) or (C). ( 2 )C OUNTRY O FP RO LI F E R A TION C ONCERN. —T he term ‘ ‘country of proliferation concern ’ ’ means any country identified by the Director of Central I ntelligence as having engaged in the ac q uisition of dual-use and other technology useful for the development or production of weapons of mass destruction (including nuclear weapons, chemical weapons, and biological weapons) or advanced conventional munitions— (A) in the most recent report under section 7 2 1 of the Combating P roliferation of W eapons of M ass Destruc- tion Act of 1 9 9 6 ( 50 U.S.C. 2 3 66)

or (B) in any successor report on the acquisition by foreign countries of dual-use and other technology useful for the development or production of weapons of mass destruction. SEC.1056 . C OMPTR O L LER G E N ER A LRE VI E W O FD EPARTMENT OF DEFENSE SPENDING IN FINAL FISCAL QU ARTERS. (a) R E V IE W OF SPEN D IN GB YT H ECO M PTROLLER G ENERAL.— The Comptroller General shall conduct a review of obligations incurred by the Department of Defense in the final quarter each covered fiscal year, as compared to the obligations so incurred in the first three quarters of that fiscal year, to determine if policies with respect to financial e x ecution by the Department con- tribute to hastened year-end spending and poor use or waste of taxpayer dollars. Such review shall include both one-year and multi- year appropriations for each covered fiscal year. (b) COVERED F I S CAL Y EARS.—For purposes of this section, a covered fiscal year is fiscal year 2006, 2007, 200 8 , or 2009. (c) REPORT.— N ot later than March 31, 2010, the Comptroller General shall submit to the Committees on Armed Services of the Senate and H ouse of Representatives a report containing— (1) the results of the review conducted under subsection (a); and (2) any recommendations of the Comptroller General with respect to improving the policies pursuant to which amounts appropriated to the Department of Defense are obligated and expended in the final quarter of a fiscal year. SEC. 105 7 . REPORT ON AIR AMERICA. (a) DEFINITIONS.—In this section

(1) AIR AMERICA.—The term ‘‘Air America’’ means Air America, Incorporated. (2) ASSOCIATED COMPANY.—The term ‘‘associated company’’ means any entity associated with, predecessor to, or subsidiary to Air America, including Air Asia Company L imited, CAT Incorporated, Civil Air Transport Company Limited, and the Pacific Division of Southern Air Transport, during the period
