(f) DE F INI T IONS.— F or purposes of this section— ( 1 ) the terms ‘ ‘Defense Civilian Intelligence Personnel System ’ ’ and ‘‘DCIPS’’ mean the civilian personnel system estab- lished by the Secretary of Defense under regulations— ( A ) prescribed pursuant to sections 1 60 1 through 161 4 of title 10, U nited States Code

and ( B ) taking effect in September 2 00 8 or thereafter; and (2) the term ‘‘congressional oversight committees’’ means— (A) the Committee on Armed Services and the Perma- nent Select Committee on Intelligence of the House of R epresentatives; and (B) the Committee on Armed Services and the Select Committee on Intelligence of the Senate. AUTHORI T Y TOE XP A ND SCOPE O F PRO V ISIONS RE L ATIN G TO UNREDUCED CO M PENSATION FOR CERTAIN REEMPLOYED ANNUITANTS. (a) IN G ENERAL.—Section 9 902(h) of title 5 , United States Code, is amended— (1) by redesignating paragraph ( 3 ) as paragraph (4); and (2) by inserting after paragraph (2) the following

‘‘(3) Benefits similar to those provided by paragraphs (1) and(2)maybee x tended, in accordance with regulations pre- scribed by the President, so as to be made available with respect to reemployed annuitants within the Department of Defense who are sub j ect to such other retirement systems for Government employees (whose annuities are payable under authorities other than subchapter III of chapter 83 or chapter 84 of title 5) as may be provided for under such regulations.’’. (b) CONFORMIN G AMENDMENT.—Paragraph (4) of section 9902(h) of such title 5 (as so designated by subsection (a)(1)) is amended by striking the period and inserting ‘‘, excluding paragraph (3).’’. SEC. 1122. PART - TIME REEMPLOYMENT. (a) CIVIL SERVI C E RETIREMENT S Y STEM.—Section 8344 of title 5, United States Code, is amended— (1) by redesignating subsection (l) as subsection (m); (2) by inserting after subsection (k) the following: ‘‘(l)(1) For purposes of this subsection— ‘‘(A) the term ‘head of an agency’ means— ‘‘(i) the head of an E xecutive agency, other than the Department of Defense or the Government Accountability Office; ‘‘(ii) the head of the United States Postal Service; Presid e nt.R e gula ti o ns.
