SEC.1237 . NOP E RMA NEN T M IL ITAR YB ASES IN A FGH ANISTAN. None of the funds authorized to be appropriated by this Act may be obligated or e x pended by the United States G overnment to establish any military installation or base for the purpose of providing for the permanent stationing of United States Armed Forces in Afghanistan. Subti t leC—O t h e rMa tter s SEC. 12 4 1. REPORT ON U NITE D STATES ENGAGEMENT W ITH IRAN. (a) IN GENERA L .—Not later than J anuary 31, 2010, the Presi- dent shall submit to Congress a report on United States engagement with Iran. (b) ELEMENT S .—The report required by subsection (a) shall include the following

(1) DI P LOMATIC ENGAGEMENT.— W ith respect to diplomatic engagement, the following: (A) A description of areas of mutual interest to the Government of the United States and the Government of the Islamic R epublic of Iran in which cooperation and discussion could be of mutual interest. ( B ) A discussion and assessment of the commitment of the Government of the Islamic Republic of Iran to engage in good-faith discussions with the United States to resolve matters of concern through negotiation. (C) An assessment of direct contacts between the Government of the United States and the Government of the Islamic Republic of Iran, including any direct discus- sions, exchange of letters, or other activities. (2) S U PPORT FOR TERRORISM.—An assessment of the types and amount of support provided by Iran to groups designated by the United States as foreign terrorist organizations and Presid e nt.
