SEC.1246 . AN N U A LR E PO R T ON MI LITAR Y AN D SECURITY DE V ELOP - MENTS INVOLVIN G T H E PEOPLE ’ S REPU B LIC O F CHINA. (a) A NN U A LR E P ORT.— S ubsection (a) o f section 1202 of the N ational Defense Authori z ation Act for F iscal Y ear 2000 ( P ublic L a w 10 6– 6 5; 113 Stat. 78 1; 10 U .S. C . 113 note) is amended— (1) in the first sentence, b y stri k in g‘ ‘on the current and future military strategy of the People ’ s Republic of China’’ and inserting ‘‘on military and security de v elopments involving the People’s Republic of China’’; (2) in the second sentence— (A) by striking ‘‘on the People’s Liberation Army’’ and inserting ‘‘of the People’s Liberation Army’’; and ( B ) by striking ‘‘Chinese grand strategy, security strategy,’’ and inserting ‘‘Chinese security strategy’’; and (3) by adding at the end the following new sentence

‘‘The report shall also address United States - China engagement and cooperation on security matters during the period covered by the report, including through United States-China military- to-military contacts, and the United States strategy for such engagement and cooperation in the future.’’. (b) M ATTER S TO BE I N C LU D ED.—Subsection (b) of such section, as amended by section 1263 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110–181; 122 Stat. 407), is further amended— (1) in paragraph (1)— (A) by striking ‘‘goals of’’ inserting ‘‘goals and factors shaping’’; and (B) by striking ‘‘Chinese grand strategy, security strategy,’’ and inserting ‘‘Chinese security strategy’’; (2) by amending paragraph (2) to read as follows: ‘‘(2) Trends in Chinese security and military behavior that would be designed to achieve, or that are inconsistent with, the goals described in paragraph (1).’’; (3) in paragraph (6)— (A) by inserting ‘‘and training’’ after ‘‘military doctrine’’; and (B) by striking ‘‘, focusing on (but not limited to) efforts toe x ploit a transformation in military affairs or to conduct preemptive strikes’’; and (4) by adding at the end the following new paragraphs: ‘‘(10) In consultation with the Secretary of E nergy and the Secretary of State, developments regarding United States- China engagement and cooperation on security matters. ‘‘(11) The current state of United States military-to-military contacts with the People’s Liberation Army, which shall include the following: ‘‘(A) A comprehensive and coordinated strategy for such military-to-military contacts and updates to the strategy. ‘‘(B) A summary of all such military-to-military con- tacts during the period covered by the report, including a summary of topics discussed and questions asked by the Chinese participants in those contacts.
