HIT ST AND A R DSC OM MITTEE. ‘ ‘ ( a )ESTABLI S HMEN T. — There is established a committee to be k no w nastheHIT S tandards Committee to recommend to the N ational Coordinator standards , implementation specifications, and certification criteria for the electronic e x change and use of health information for purposes of adoption under section 30 0 4 , consistent with the implementation of the strategic plan described in section 300 1 (c)(3) and beginning with the areas listed in section 300 2 (b)(2)( B ) in accordance with policies de v eloped by the HIT Policy Committee. ‘‘(b) DU TIES.— ‘‘(1) STAN D A R DS DE V EL OP MENT.— ‘‘( A )IN G ENERAL.—The HIT Standards Committee shall recommend to the National Coordinator standards, implementation specifications, and certification criteria described in subsection (a) that have been developed, har - moni z ed, or recognized by the HIT Standards Committee. The HIT Standards Committee shall update such rec- ommendations and make new recommendations as appro- priate, including in response to a notification sent under section 3004(a)(2)(B). Such recommendations shall be con- sistent with the latest recommendations made by the HIT Policy Committee. ‘‘(B) HARMONI Z ATION.—The HIT Standards Committee recognize harmonized or updated standards from an entity or entities for the purpose of harmonizing or updating standards and implementation specifications in order to achieve uniform and consistent implementation of the standards and implementation specifications. ‘‘(C) PILOT TESTING O F STANDARDS AND IMPLEMENTA- TION SPE C IFICATIONS.—In the development, harmonization, or recognition of standards and implementation specifica- tions, the HIT Standards Committee shall, as appropriate, provide for the testing of such standards and specifications by the National Institute for Standards and Technology under section 13201(a) of the Health Information Tech- nology for Economic and Clinical Health Act. ‘‘(D) CONSISTENC Y .—The standards, implementation specifications, and certification criteria recommended under this subsection shall be consistent with the standards for information transactions and data elements adopted pursu- ant to section 11 7 3 of the Social Security Act. ‘‘(2) F ORUM.—The HIT Standards Committee shall serve as a forum for the participation of a broad range of stakeholders to provide input on the development, harmonization, and rec- ognition of standards, implementation specifications, and cer- tification criteria necessary for the development and adoption of a nationwide health information technology infrastructure that allows for the electronic use and exchange of health information. ‘‘(3) SCHEDULE.—Not later than 9 0 days after the date of the enactment of this title, the HIT Standards Committee shall develop a schedule for the assessment of policy rec- ommendations developed by the HIT Policy Committee under Deadlin e .R e com menda -t ion s . 42USC30 0 j j –1 3.
