‘( 3 )(A) I f , as a result of the economic analysis re q uired by paragraph ( 2 )(A), the Secretary concerned determines that a utility system, or part of a utility system, is not eligible for conveyance under this subsection, the Secretary concerned may not further reconsider the utility system, or part of a utility system, for conver- sion to contractor operation under section 2 46 1 of this title for a period of five years beginning on the date of the determination. ‘‘( B ) If the results of a public-private competition for conversion of a utility system, or part of a utility system, to operation by a contractor favors continued operation by civilian employees of the D epartment of Defense, the Secretary concerned may not reconsider the utility system, or part of a utility system, for conver- sion under section 2461 of this title or for conveyance under this subsection for a period of five years beginning on the date of the completion of the public-private competition.’’. SEC.28 22. R E PO R T O NGL O BA L D E F ENSE POST U RE REAL I GN M ENT AND INTERAGENC Y RE V IE W . (a) ANNUAL RE V IE W OF O VERSEAS BASE C LOSURE AND REALI G N- MENT A C TIONS AND BASING M ASTER P LANS.— (1) IN GENERAL.—Chapter 1 59 of title 10, United States Code, is amended by inserting after section 26 87 the following new section: ‘ ‘ §2687a.Overs eas b ase clo s u res a nd real ig n m en t s and basing master p lans ‘‘(a) ANNUAL STATUS REPORT.—At the same time that the budget is submitted under section 1105(a) of title 31for a fiscal year, the Secretary of Defense shall submit to the congressional defense committees and the Committee on F oreign relations of the Senate and the Committee on Foreign Affairs of the H ouse of Representatives a report on— ‘‘(1) the status of overseas base closure and realignment actions underta k en as part of a global defense posture realign- ment strategy; and ‘‘(2) the status of development and e x ecution of comprehen- sive master plans for overseas military main operating bases, forward operating sites, and cooperative security locations. ‘‘(b) REPORT E LEMENTS.—A report under subsection (a) shall address the following: ‘‘(1) How the master plans described in subsection (a)(2) would support the security commitments undertaken by the United States pursuant to any international security treaty, including, the N orth Atlantic T reaty, The Treaty of Mutual Cooperation and Security between the United States and J apan, and the Security Treaty Between Australia, New Z ealand, and the United States of America. ‘‘(2) The impact of such plans on the current security environments in the combatant commands, including United States participation in theater security cooperation activities and bilateral partnership, exchanges, and training exercises.
