S . C . 10222(c)) in the amount of $98,400,000. SEC. 310 5 . ENER GY SECURITY AND ASSURANCE. Funds are hereby authorized to be appropriated to the Depart- ment of Energy for fiscal year 2010 for energy security and assur- ance programs necessary for national security in the amount of $6,188,000. T he amounts authorized to be appropriated by sections 3101, 3102, 3103, 3104, and 3105 shall be available, in accordance with the re q uirements of section 4001, for pro j ects, programs, and activi- ties, and in the amounts, specified in the funding table in section 4601. (a) INGE NE RAL . — Subsection (a) of section 4201 of the Atomic Energy Defense Act (division D of Public L aw 10 7– 314

50 U.S.C. 2521) is amended to read as follows

‘(a) E ST A B L I S HM ENT.—The Secretary of Energy, acting through the Administrator for Nuclear Security, shall establish a steward- ship program to ensure— ‘‘(1) the preservation of the core intellectual and technical competencies of the United States in nuclear weapons, including weapons design, system integration, manufacturing, security, use control, reliability assessment, and certification; and ‘‘(2) that the nuclear weapons stoc k pile is safe, secure, and reliable without the use of underground nuclear weapons testing. ’ ’. (b) ELEMENTS.—Subsection (b) of such section is amended— (1) in paragraph (1), by striking ‘‘detonation’’ and inserting ‘‘performance over time’’; and (2) by adding at the end the following new paragraphs: ‘‘(4) Support for the use of, and e x periments facilitated by, the advanced experimental facilities of the United States, including— ‘‘(A) the National Ignition Facility at Lawrence Liver- more National Laboratory; ‘‘( B ) the Dual Axis R adiographic H ydrodynamic Test Facility at Los Alamos National Laboratory; ‘‘(C) the ZM achine at Sandia National Laboratories; and
