(a)INGE NE RAL.—Notl at er t h a n60d a ys a f ter the date of the ena c t m ent of th i s A ct , the S ecretary of E ner g y shall enter into an agreement w ith the National Academy of Sciences to cond u ct a study of the following la b oratories

( 1 ) T he L awrence Li v ermore National Laboratory, C ali - fornia. ( 2 ) The Los Alamos National Laboratory, New M e x ico. ( 3 ) The Sandia National Laboratories, California and New Mexico. (b) ELE M EN TS .—The study re q uired under subsection (a) shall include, with res p ect to each laboratory specified in such subsection, an evaluation of the following: (1) The quality of the scientific research being conducted at the laboratory, including research with respect to weapons science, nonproliferation, energy, and basic science. (2) The quality of the engineering being conducted at the laboratory. (3) The criteria used to assess the quality of scientific research and engineering being conducted at the laboratory. ( 4 ) The relationship between the quality of the science and engineering at the laboratory and the contract for man- aging and operating the laboratory. ( 5 ) The management of wor k conducted by the laboratory for entities other than the D epartment of Energy, including academic institutions and other F ederal agencies, and inter- actions between the laboratory and such entities. (c) C O O P ERAT I ON.—The Secretary of Energy shall, in consulta- tion with the Secretary of Defense and the Director of National Intelligence, ensure that the National Academy of Sciences receives full and timely cooperation from the Department of Energy, the Department of Defense, and the intelligence community (as that term is defined in section 3(4) of the National Security Act of 1 9 4 7 (50 U .S.C. 401a(4))) in conducting the study required under subsection (a). (d) R EPORT.—The National Academy of Sciences shall submit to the Secretary of Energy a report containing the results of the study and any recommendations resulting from the study. (e) S UB MITTAL TO CON G RESS.— (1) IN GENERAL.—Not later than J anuary 1, 2011, the Sec- retary of Energy shall submit to the appropriate congressional committees the report submitted under subsection (d) and any comments or recommendations of the Secretary with respect to that report. (2) FORM.—The report shall be submitted to the appropriate congressional committees in unclassified form, but may include a classified annex. (f) APPROPRIATE CONGRESSIONAL COMMITTEES DE F INE D .—In this section, the term ‘ ‘appropriate congressional committees ’ ’ means the following: (1) The Committee on Armed Services, the Committee on Energy and Commerce, and the Committee on Science and Technology of the H ouse of Representatives.
