(a)ESTABLI S HMEN T .—Ther e is es t a bl ishe d the R e cov er yIn de -p endent A dvisory P anel. (b) M EMBE R SHI P .—The Panel shall be co m posed o f5 members w ho shall be appointed by the President. (c) QU ALI F I C ATI O NS.—Members shall be appointed on the basis ofe x pertise in economics , p u blic finance, contractin g , accounting, or any other relevant field. (d) INITIAL MEETIN G .— N ot later than 30 days after the date on which all members of the Panel have been appointed, the Panel shall hold its first meeting. (e) MEETINGS.—The Panel shall meet at the call of the C hair- person of the Panel. (f) QUORUM.—A ma j ority of the members of the Panel shall constitute a q uorum, but a lesser number of members may hold hearings. (g) CHAIRPERSON AN DV ICE CHAIRPERSON.—The Panel shall select a Chairperson and Vice Chairperson from among its members. SEC. 154 2 .D U TIES OF THE PANEL. The Panel shall ma k e recommendations to the B oard on actions the Board could take to prevent fraud, waste, and abuse relating to covered funds. SEC. 154 3 .PO W ERS OF THE PANEL. (a) H EARINGS.—The Panel may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the Panel considers advisable to carry out this subtitle. (b) INFORMATION F ROM FEDERAL AGENCIES.—The Panel may secure directly from any agency such information as the Panel considers necessary to carry out this subtitle. U pon request of the Chairperson of the Panel, the head of such agency shall furnish such information to the Panel. (c) POSTAL S ER V ICES.—The Panel may use the United States mails in the same manner and under the same conditions as agen- cies of the Federal G overnment. (d) GIFTS.—The Panel may accept, use, and dispose of gifts or donations of services or property. SEC. 1544. PANEL PERSONNEL MATTERS. (a) COMPENSATION OF MEMBERS.—Each member of the Panel who is not an officer or employee of the Federal Government shall be compensated at a rate equal to the daily equivalent of the annual rate of basic pay prescribed for level IV of the Executive Schedule under section 53 1 5 of title 5, United States Code, for each day (including travel time) during which such member is engaged in the performance of the duties of the Panel. All members of the Panel who are officers or employees of the United States shall serve without compensation in addition to that received for their services as officers or employees of the United States.
