in aggre- gate, save at least as much money as they cost; demonstrate the potential to streamline administration or strengthen program integ- rity; and do not achieve savings primarily by reducing the participa- tion of eligible beneficiaries: Provided further, That the interagency council re q uired by the previous proviso shall submit a progress report to the C ommittees on A ppropriations of the H ouse of R ep- resentatives and the Senate not later than March 31 , 20 10 and semiannually thereafter until the program is completed, including detailed information on goals, objectives, performance measures, and evaluations of the program in general and of each specific pilot undertaken . S PECIAL A S SIS T A N CET O T H E PR ESI D ENT SALARIES AND E X PENSES For necessary e x penses to enable the V ice President to provide assistance to the President in connection with specially assigned functions; services as authori z ed by 5U .S.C. 310 9 and 3 U.S.C. 10 6 , including subsistence expenses as authorized by 3 U.S.C. 106, which shall be expended and accounted for as provided in that section; and hire of passenger motor vehicles, $4 ,604,000. O F FICIAL RESIDENCE OF THE VICE PRESIDENT OPERATIN G EXPENSES ( INCL U DING TRANSFER OF FUNDS ) For the care, operation, refurnishing, improvement, and to the extent not otherwise provided for, heating and lighting, including electric power and fixtures, of the official residence of the Vice President; the hire of passenger motor vehicles; and not to exceed $90,000 for official entertainment expenses of the Vice President, to be accounted for solely on his certificate, $330,000: Provided, That advances or repayments or transfers from this appropriation may be made to any department or agency for expenses of carrying out such activities.
