(b) T his section shall apply only to an agency for which the Chief F inancial Officer for the District of Columbia certifies that a reallocation is re q uired to address unanticipated changes in pro- gram requirements. SEC . 8 1 6 . N o later than 3 0 calendar days after the date of the enactment of this Act, the Chief Financial Officer for the District of Columbia shall submit to the appropriate committees of Congress, the M ayor, and the Council for the District of Columbia, a revised appropriated funds operating budget for the District of Columbia P ublic Schools that aligns schools budgets to actual enrollment. The revised appropriated funds budget shall be in the format of the budget that the District of Columbia government submitted pursuant to section 442 of the District of Columbia Home Rule Act (D.C. Official Code, Sec. 1–204.42). SEC. 81 7 . Amounts appropriated in this Act as operating funds may be transferred to the District of Columbia ’ s enterprise and capital funds and such amounts, once transferred, shall retain appropriation authority consistent with the provisions of this Act. SEC. 818. E xcept as expressly provided otherwise, any reference to ‘ ‘this Act’’ contained in this title or in title IV shall be treated as referring only to the provisions of this title or of title IV.
