F UNDS A P P RO PR IATE DTOT H E P RESIDENT INTERNATIONA LM ILITAR Y EDU C ATION AND TRAININ G For necessar y expenses to carry out the provisions of section 541 of the Foreign Assistance Act of 1 9 61, $10 8 ,000,000, of w hich up to $4,000,000 may remain available until expended and may only be provided through the regular notification procedures of the Committees on Appropriations: Provided, That the civilian per- sonnel for whom military education and training may be provided under this heading may include civilians who are not members of a government whose participation would contribute to improved civil-military relations, civilian control of the military, or respect for human rights: Provided further, That funds made available under this heading for assistance for Angola, B angladesh, Cam- eroon, Central African R epublic, Chad, Cote d ’I voire, D emocratic Republic of the Congo, E thiopia, G uatemala, Guinea, H aiti, K enya, L ibya, N epal, Nigeria, and Sri Lan k a may only be provided through the regular notification procedures of the Committees on Appropria- tions and any such notification shall include a detailed description of proposed activities: Provided further, That of the funds appro- priated under this heading, not to exceed $55,000 may be available for entertainment allowances. F OREIGN MILITARY FINANCING PROGRAM For necessary expenses for grants to enable the President to carry out the provisions of section 2 3 of the Arms Export Control Act, $4,195,000,000: Provided, That to expedite the provision of assistance to foreign countries and international organi z ations, the Secretary of State, following consultation with the Committees on Appropriations and sub j ect to the regular notification procedures of such Committees, may use the funds appropriated under this heading to procure defense articles and services to enhance the capacity of foreign security forces: Provided further, That of the funds appropriated under this heading, not less than $2,220,000,000 shall be available for grants only for Israel, and not less than $1,040,000,000 shall be made available for grants only for Egypt, including for border security programs and activities in the Sinai: Provided further, That the funds appropriated under this heading for assistance for Israel shall be disbursed within 30 days of the enactment of this Act: Provided further, That to the extent that the Government of Israel re q uests that funds be used for such purposes, grants made available for Israel under this heading shall, as agreed by the United States and Israel, be available for advanced weapons systems, of which not less than $583,860,000 shall be available for the procurement in Israel of defense articles and defense services, including research and development: Provided fur - ther, That funds appropriated under this heading estimated to be outlayed for Egypt during fiscal year 2010 shall be transferred to an interest bearing account for Egypt in the Federal Reserve Egypt.Deadlin e.
