( 2 ) Notwithstanding the limitation of subsection (1) , assist- ance may be provided to a power-sharing government only if the President certifies and reports to the C ommittees on Appropriations that such government, including all of its min- isters or such e q uivalent, has publicly accepted and is complying with the principles contained in section 6 2 0K (b)(1)(A) and ( B ) of the F oreign Assistance Act of 1 9 61, as amended. ( 3 ) T he President may exercise the authority in section 620K(e) of the Foreign Assistance Act as added by the Pales- tinian Anti-Terrorism Act of 2006 (Public L aw 109 –4 46) with respect to this subsection. (4) W henever the certification pursuant to paragraph (2) is exercised, the S ecretary of State shall submit a report to the Committees on Appropriations within 120 days of the cer- tification and every quarter thereafter on whether such govern- ment, including all of its ministers or such equivalent are continuing to comply with the principles contained in section 620K(b)(l)(A) and (B) of the Foreign Assistance Act of 1961, as amended

d, That the report shall also detail the amount, purposes and delivery mechanisms for any assistance provided pursuant to the abovementioned certification and a full accounting of any direct support of such government. ( 5 ) None of the funds appropriated under titles III through VI of this Act may be obligated for assistance for the Palestine Liberation O rganization. SAUDI A R A B IA S EC . 7 041. None of the funds made available in this Act may be obligated or expended to finance any assistance to Saudi Arabia: Provided, That the Secretary of State may waive this section if the Secretary determines that to do so is in the national interest of the U nited States. N EAR EAS T SEC. 7042. (a) EGYP T. — (1) Of the funds appropriated by titles III and IV of this Act, not less than $ 1,295,200,000 shall be made available for assistance for Egypt. (2) Of the funds appropriated by this Act under the heading ‘ ‘Economic Support Fund ’ ’ for assistance for Egypt, up to $50,000,000 may be made available for an endowment to fur- ther the shared interests of the United States and Egypt, consistent with the purposes and requirements for which such funds are requested in the fiscal year 2010 congressional budget j ustification materials and appropriated under such heading: Provided, That the Secretary of State shall consult with the Committees on Appropriations on the establishment of such an endowment, and any funds to be used for such an endow- ment shall be subject to the regular notification procedures of the Committees on Appropriations.
