‘‘(b) OTHER A S S I ST ANC E . — ‘‘(1) ASSISTANCE FO R FIR M S.— ‘‘(A) I N G ENERA L .— Ex cept as pro v ided in subparagraph (B), assistance may not be provided under chapter 3 after D ecember 31, 2011. ‘‘(B) E X CE P TION.— N otwithstanding subparagraph (A), any assistance approved under chapter 3 on or before December 31, 2011, may be provided— ‘‘(i) to the extent funds are available pursuant to such chapter for such purpose; and ‘‘(ii) to the extent the recipient of the assistance is otherwise eligible to receive such assistance. ‘‘(2) F ARMERS.— ‘‘(A) IN GENERAL.—Except as provided in subparagraph (B), assistance may not be provided under chapter 6 after December 31, 2011. ‘‘(B) EXCEPTION.—Notwithstanding subparagraph (A), any assistance approved under chapter 6 on or before December 31, 2011, may be provided— ‘‘(i) to the extent funds are available pursuant to such chapter for such purpose; and ‘‘(ii) to the extent the recipient of the assistance is otherwise eligible to receive such assistance.’’. SEC.1894 . GOV E RNM EN TA CCO U NTA BIL IT Y O F FICE RE P ORT. Not later than S eptember 30, 2012, the C omptroller G eneral of the U nited States shall prepare and submit to the Committee on Finance of the Senate and the Committee on W ays and M eans of the H ouse of R epresentatives a comprehensive report on the operation and effectiveness of the amendments made by this subtitle to chapters 2, 3, 4 , and6ofthe T rade Act of 1 9 74. SEC. 189 5 . EMERGENCY D ESIGNATION. Amounts appropriated pursuant to this subtitle are designated as an emergency re q uirement and necessary to meet emergency needs pursuant to section 204(a) of S. Con. Res. 21 (110th Congress) and section 301(b)(2) of S. Con. Res. 70 (110th Congress), the concurrent resolutions on the budget for fiscal years 2008 and 2009.
