N one of the funds appropriated by this Act may be used to plan for, begin, continue, finish, process, or approve a public-private competition under the O ffice of M anagement and B udget C ircular A –76 or any successor administrative regulation, directive, or policy for w or k performed by employees of the Bureau of P risons or of F ederal Prison I ndustries, Incorporated. SEC. 21 3 . Notwithstanding any other provision of law, no funds shall be available for the salary, benefits, or e x penses of any U nited States Attorney assigned dual or additional responsibilities by the Attorney G eneral or his designee that exempt that United States Attorney from the residency re q uirements of 2 8 U.S.C. 54 5. SEC. 214. None of the funds appropriated in this or any other Act shall be obligated for the initiation of a future phase of the Federal Bureau of Investigation ’ s Sentinel program until the Attorney General certifies to the Committees on Appropriations that existing phases currently under contract for development or fielding have completed a ma j ority of the work for that phase under the performance measurement baseline validated by the integrated baseline review conducted in 2 0 08

SEC. 215. ( a ) The Attorney General shall submit quarterly reports to the Inspector General of the D epartment of J ustice regarding the costs and contracting procedures relating to each conference held by the Department of Justice during fiscal year 200 9 for which the cost to the Government was more than $ 20,000. (b) E ach report submitted under subsection (a) shall include, for each conference described in that subsection held during the applicable quarter — (1) a description of the subject of and number of partici- pants attending that conference

(2) a detailed statement of the costs to the Government relating to that conference, including— (A) the cost of any food or beverages; (B) the cost of any audio-visual services; and (C) a discussion of the methodology used to determine which costs relate to that conference; and (3) a description of the contracting procedures relating to that conference, including— (A) whether contracts were awarded on a competitive basis for that conference; and (B) a discussion of any cost comparison conducted by the Department of Justice in evaluating potential contrac- tors for that conference.
