COUNTERDRUG TEC H NOLOGY ASSESS M ENT CENTER ( INCLUDING TRANSFER OF FUNDS ) For necessary expenses for the Counterdrug Technology Assess - ment Center for research activities pursuant to the Office of National Drug Control Policy Reauthorization Act of 2006 (Public Law 109–469), $3,000,000, which shall remain available until expended for counternarcotics research and development projects: Provided, That such amount shall be available for transfer to other Federal departments or agencies: Provided fu r th er, That the Office of National Drug Control Policy shall submit for approval by the Committees on Appropriations of the H ouse of Representatives and the S enate, a detailed spending plan for the use of these funds no later than 90 days after enactment of this Act. FEDERAL DRUG CONTROL PROGRAMS HIGH INTENSITY DRUG TRAFFIC K ING AREAS PROGRAM (INCLUDING TRANSFERS OF FUNDS) For necessary expenses of the Office of National Drug Control Policy ’ s High I ntensity Drug Trafficking Areas Program, $234,000,000, to remain available until September 30, 2010, for drug control activities consistent with the approved strategy for each of the designated High Intensity Drug Trafficking Areas, of which no less than 5 1 percent shall be transferred to State and local entities for drug control activities, which shall be obligated within 120 days after enactment of this Act: Provided, That up to 49 percent may be transferred to Federal agencies and depart- ments at a rate to be determined by the Director, of which up to $2,100,000 may be used for auditing services and associated activities, and up to $250,000 of the $2,100,000 shall be used to ensure the continued operation and maintenance of the Perform- ance M anagement System: Provided further, That High Intensity Drug Trafficking Areas Programs designated as of September 30, 200 8 , shall be funded at no less than the fiscal year 2008 initial allocation levels (as revised by the letter from the Director of the Office of National Drug Control Policy to the Committees on Appropriations of the House of Representatives and the Senate Fundi n gj u st i f i ca ti o n .De ad l ine.
