S EC . 2 02. The President shall submit to the Committees on Appropriations of the House of Representatives and the Senate not later than 6 0 days after the date of the enactment of this Act, and prior to the initial obligation of funds appropriated under the heading ‘‘Office of National Drug Control Policy’’, a detailed narrative and financial plan on the proposed uses of all funds under the heading by program, pro j ect, and activity, for which the obligation of funds is anticipated: Provided, That up to 20 percent of funds appropriated under this heading may be obligated before the submission of the report subject to prior approval of the Committees on Appropriations: Provided further, That the report shall be updated and submitted to the Committees on Appro- priations every 6 months and shall include information detailing how the estimates and assumptions contained in previous reports have changed: Provided further, That any new projects and changes in funding of ongoing projects shall be subject to the prior approval of the Committees on Appropriations. SEC. 20 3 . Not to exceed 2 percent of any appropriations in this Act made available to the Office of National Drug Control Policy may be transferred between appropriated programs upon the advance approval of the Committees on Appropriations: Pro- vided, That no transfer may increase or decrease any such appro- priation by more than 3 percent. SEC. 20 4 . Not to exceed $ 1,000,000 of any appropriations in this Act made available to the Office of National Drug Control Policy may be reprogrammed within a program, project, or activity upon the advance approval of the Committees on Appropriations. This title may be cited as the ‘‘Executive Office of the President Appropriations Act, 200 9 ’’.
