SEC. 304. W ithin 9 0 days after the date of the enactment of this Act, the Administrative Office of the U.S. Courts shall submit to the Committees on Appropriations a comprehensive finan - cial plan for the Judiciary allocating all sources of available funds including appropriations, fee collections, and carryover balances, to include a separate and detailed plan for the Judiciary I nformation Technology F und. SEC. 30 5 . Section 3314 ( a ) of title 40, United States Code, shall be applied by substituting ‘‘Federal’’ for ‘‘executive’’ each place it appears. SEC. 306. In accordance with 2 8 U.S.C. 561 – 569, and notwith- standing any other provision of law, the United States M arshals Service shall provide, for such courthouses as its Director may designate in consultation with the Director of the Administrative Office of the United States Courts, for purposes of a pilot program, the security services that 40 U.S.C. 1315 authori z es the Department of H omeland Security to provide, except for the services specified in 40 U.S.C. 1315(b)(2)( E ). For building-specific security services at these courthouses, the Director of the Administrative Office of the United States Courts shall reimburse the United States Marshals Service rather than the Department of Homeland Secu- rity. SEC. 30 7 . (a).I NG ENE RAL . — Section 604(a)(5) of title 28, United States Code, is amended by stri k ing ‘‘magistrate j udges appointed under section 631 of this title,’’ and inserting the following: ‘‘, United States magistrate judges, bankruptcy judges appointed under chapter 6 of this title, judges of the District Court of Guam, judges of the District Court for the Northern Mariana Islands, judges of the District Court of the V irgin Islands, bankruptcy judges and magistrate judges retired under section 377 of this title, and judges retired under section 373 of this title, who are’’. (b) C O N ST R U CT I ON.—For purposes of construing and applying chapter 87 of title 5, United States Code, including any adjustment of insurance rates by regulation or otherwise, the following cat- egories of judicial officers shall be deemed to be judges of the United States as described under section 8701 of title 5, United States Code: (1) United States magistrate judges. (2) B ankruptcy judges appointed under chapter 6 of title 28, United States Code. (3) Judges of the District Court of Guam, judges of the District Court for the Northern Mariana Islands, and judges of the District Court of the Virgin Islands.
