FEDERAL PAYMENT TO THE CRIMINAL J USTICE COORDINATIN G COUNCIL For a Federal payment to the Criminal J ustice Coordinating Council, $1, 7 7 4 ,000, to remain available until expended, to support initiatives related to the coordination of Federal and local criminal j ustice resources in the District of Columbia. FEDERAL PAYMENT TO THE OFFICE OF THE CHIEF FINANCIAL OFFICER OF THE DISTRICT OF COLUMBIA For a Federal payment to the Office of the Chief Financial Officer of the District of Columbia, $4, 8 87,6 2 2: Provided, That each entity that receives funding under this heading shall submit to the Office of the Chief Financial Officer of the District of Columbia ( CFO ) a detailed budget and comprehensive description of the activi- ties to be carried out with such funds no later than 60 days after enactment of this Act, and the CFO shall submit a comprehen- sive report to the Committees on Appropriations of the H ouse of R epresentatives and the Senate no later than June 1, 200 9 . FEDERAL PAYMENT FOR SCHOOL IMPRO V EMENT For a Federal payment for a school improvement program in the District of Columbia, $ 5 4,000,000, to be allocated as follows: for the District of Columbia Public Schools, $20,000,000 to improve public school education in the District of Columbia

for the State E ducation Office, $20,000,000 to expand q uality public charter schools in the District of Columbia, to remain available until expended; for the Secretary of the Department of Education, $14,000,000 to provide opportunity scholarships for students in the District of Columbia in accordance with division C, title I II of the District of Columbia Appropriations Act, 2004 (Public Law 108 – 199; 118 Stat. 126), of which up to $1,000,000 may be used to administer and fund assessments: Provided , That none of the funds provided in this Act or any other Act for opportunity scholar- ships may be used by an eligible student to enroll in a participating school under the D.C. School Choice Incentive Act of 200 3 unless (1) the participating school has and maintains a valid certificate of occupancy issued by the District of Columbia; and (2) the core subject matter teachers of the eligible student hold 4-year bachelor ’ s degrees: Provided fu r th er, That use of any funds in this Act or any other Act for opportunity scholarships after school year 2009– 2010 shall only be available upon enactment of reauthori z ation of that program by Congress and the adoption of legislation by the District of Columbia approving such reauthorization.
