d, T hat of the funds appropriated under this paragraph, not less than $600,000,000 shall be made available, notwithstanding any other provision of law, except for the U nited States L eadership Against HIV/AIDS, Tuber - culosis and M alaria Act of 2 00 3(P ublic Law 10 8– 25 ) , as amended, for a United States contribution to the G lobal Fund to Fight AIDS, Tuberculosis and Malaria, and shall be expended at the minimum rate necessary to ma k e timely payment for pro j ects and activities: Provided fu r th er, That up to 5 percent of the aggregate amount of funds made available to the Global Fund in fiscal year 2009 may be made available to the United States Agency for Inter- national Development for technical assistance related to the activi- ties of the Global Fund: Provided further, That of the funds appro- priated under this paragraph, up to $1 4 ,000,000 may be made available, in addition to amounts otherwise available for such pur- poses, for administrative expenses of the O ffice of the Global AIDS C oordinator. DEV E LOPM E NTAS S I STAN C E For necessary expenses to carry out the provisions of sections 103, 105, 106, and sections 251 through 255, and chapter 10 of part I of the Foreign Assistance Act of 1961, $1,800,000,000, to remain available until September 30, 2010: Provided, That of the funds appropriated under this heading that are made available for assistance programs for displaced and orphaned children and victims of war, not to exceed $44,000, in addition to funds otherwise available for such purposes, may be used to monitor and provide oversight of such programs: Provided further, That of the funds appropriated by this Act and prior Acts for fiscal year 2009, not less than $245,000,000 shall be made available for microenterprise and microfinance development programs for the poor, especially women: Provided further, That of the funds appropriated under this heading, not less than $22,500,000 shall be made available for the American Schools and Hospitals Abroad program: Provided further , That of the funds appropriated under this heading, $10,000,000 shall be made available for cooperative development programs within the Office of Private and Voluntary Cooperation: Provided further, That of the funds appropriated by this Act and prior Acts for fiscal year 2009, not less than $300,000,000 shall be made available for water and sanitation supply projects pursuant to the Senator Paul Simon W ater for the Poor Act of 2005 (Public Law 109–121), of which not less than $125,000,000 should be made available for such projects in Africa: Provided further, That of the funds appropriated by title III of this Act, not less than $3 7 5,000,000 shall be made available for agricultural development programs, of which not less than $29,000,000 shall be made avail- able for Collaborative R esearch Support Programs: Provided further, That of the funds appropriated under this heading, $75,000,000 shall be made available to enhance global food security, including for local or regional purchase and distribution of food, in addition
