(a) N one of the funds appropriated by this Act may be made available for a United States contribution to the United Nations H uman Rights Council. (b) T he prohibition under subsection (a) shall not apply if — (1) the Secretary of State certifies to the Committees on Appropriations that the provision of funds to support the United Nations Human Rights Council is in the national interest of the United States

or (2) the United States is a member of the Human Rights Council. ATTENDANCE AT INTERNATIONAL CON F ERENCES SEC. 705 3 . None of the funds made available in this Act may be used to send or other w ise pay for the attendance of more than 50 employees of agencies or departments of the United States G overnment who are stationed in the United States, at any single international conference occurring outside the United States, unless the Secretary of State reports to the Committees on Appropriations that such attendance is in the national interest: Provide d , That for purposes of this section the term ‘‘international conference’’ shall mean a conference attended by representatives of the United States Government and of foreign governments, international organizations, or nongovernmental organizations. RESTRICTIONS ON UNITED NATIONS DELEGATIONS SEC. 7054. None of the funds made available under title I ofthisActmaybeusedtopaye x penses for any United States delegation to any specialized agency, body, or commission of the United Nations if such commission is chaired or presided over by a country, the government of which the Secretary of State has determined, for purposes of section 6( j )(1) of the E xport Administration Act of 1979 (50 U.S.C.
