OPERATION S AN D MAINTENANCE (H AR B OR MAINTENANCE TR U ST F UND )F or necessary expenses for operations, maintenance, and capital asset renewal of those portions of the Saint Lawrence Seaway owned, operated , and maintained by the Saint Lawrence Seaway Development Corporation, $ 31,842,000, to be derived from the H arbor M aintenance Trust Fund, pursuant to Public Law 99–662. MARITIME ADMINISTRATION MARITIME SECURITY PRO G RAM For necessary expenses to maintain and preserve a U.S.-flag merchant fleet to serve the national security needs of the United States, $1 7 4,000,000, to remain available until expended. OPERATIONS AND TRAINING For necessary expenses of operations and training activities authorized by law, $123,360,000, of which $10,500,000 shall remain available until expended for maintenance and repair of Schoolships at State Maritime Schools, of which $8,150,000 shall remain avail- able until expended for capital improvements at the United States Merchant Marine Academy, and of which $53,208,000 shall be available for operations at the United States Merchant Marine Academy

d, That amounts apportioned for the United States Merchant Marine Academy shall be available only upon allotments made personally by the Secretary of Transportation and not a designee: Provided fu r th er, That the Superintendent, Deputy Super- intendent and the Director of the O ffice of Resource Management of the United States Merchant Marine Academy may not be allot- ment holders for the United States Merchant Marine Academy, and the Administrator of Maritime Administration shall hold all allotments made by the Secretary of Transportation under the previous proviso: Provided further, That 50 percent of the funding made available for the United States Merchant Marine Academy under this heading shall be available only after the Secretary, in consultation with the Maritime Administration, completes a plan detailing by program or activity and by ob j ect class how such Expenditur e p la n .
