124 STAT. 2744 PUBLIC LAW 111–259—OCT. 7, 2010 under section 604(a), the Commission shall submit to the congressional intelligence committees an interim report setting forth the preliminary evaluations and recommendations of the Commission described in section 603(c). (2) FINAL REPORT.—Not later than 60 days after the date of the submission of the report required by paragraph (1), the Commission shall submit a final report setting forth the final evaluations and recommendations of the Commission described in section 603(c) to each of the following: (A) The President. (B) The Director of National Intelligence. (C) The Secretary of State. (D) The congressional intelligence committees. (E) The Committee on Foreign Relations of the Senate. (F) The Committee on Foreign Affairs of the House of Representatives. (b) INDIVIDUAL OR DISSENTING VIEWS.—Each member of the Commission may include that member’s individual or dissenting views in a report required by paragraph (1) or (2) of subsection (a). (c) FORM OF REPORT.—The reports required by paragraphs (1) and (2) of subsection (a), including any finding or recommendation of such report, shall be submitted in unclassified form, but may include a classified annex. SEC. 607. TERMINATION. (a) IN GENERAL.—The Commission shall terminate on the date that is 60 days after the date of the submission of the report required by section 606(a)(2). (b) TRANSFER OF RECORDS.—Upon the termination of the Commission under subsection (a), all records, files, documents, and other materials in the possession, custody, or control of the Commis- sion shall be transferred to the Select Committee on Intelligence of the Senate and deemed to be records of such Committee. SEC. 608. NONAPPLICABILITY OF FEDERAL ADVISORY COMMITTEE ACT. The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Commission. SEC. 609. AUTHORIZATION OF APPROPRIATIONS. (a) IN GENERAL.—There is authorized to be appropriated such sums as may be necessary to carry out this title. (b) AVAILABILITY.—Amounts made available to the Commission pursuant to subsection (a) shall remain available until expended. TITLE VII—OTHER MATTERS SEC. 701. EXTENSION OF NATIONAL COMMISSION FOR THE REVIEW OF THE RESEARCH AND DEVELOPMENT PROGRAMS OF THE UNITED STATES INTELLIGENCE COMMUNITY.
