IN pursuance of the power granted by Article XXI. of the convention of December fifteen, one thousand eight hundred and forty-eight, between the United States of America and the United Kingdom of Great Britain and Ireland, to the two Post-Otlices, to settle the matters of detail, which are to be arranged by mutual consent, for insuring the execution of the stipulations contained in the said convention, the undersigned, duly authorized for that purpose by their respective offices, have agreed upon the following articles :— New omce of Aivrxctn I. There shall be established, on the part of the United §:§;‘3‘E°Pf;_?_*l" States, a new office of exchange at Portland, for the exchange of United mq_ States and European mails with the British offices of Liverpool and London, by means of United States, British, or Canadian mail packets, plying between Liverpool and Portland.
