Obngress assembled,hat the President of the United °°mmi¤°i°¤°’- States be, and he is hereb , authorized to aplpoint, by and with the advice and consent of the Senate, one person, earned in the law, as a. commissioner, for the purpose of dpreparing and pu blishlng a new edition of the first volume of the Revise Statutes of the United States. Duties of. Sec. 2. That in performing this duty, said commissioner shall be re—
quired to incorporate into the text of the Revised Statutes as published
