Sec. 2. That nothing in this act contained shall be so construed as in any Liabilities n e 1; ` manner to release the said bank from any liability or affect any action or ”·B°°°*“‘l- proceeding in law in which the said bank may be a party or interested; and when such change shall have been determined upon as aforesaid, notice thereof, and of such change, shall be published in two weekly papers, one in Greenfield and one in Springfield, in the State of Massachusetts, not less than four weeks. Sec. 3. That whenever the location of said bank shall have been Change ofnnme changed from the town of Conway to the city of Holyoke, in accordance with the iirst section of this act, its name shall be changed to the City National Bank of Holyoke, if the board of director·s of said bank shall accept the new name by resolution of the board, and cause a copy of such resolution, duly authenticated, to be nled with the Comptroller of the Currency. Sec. 4. That all the debts, demands, liabilities, rights, privileges, and Rights, etc., powers of the Conway National Bank of Conway shall devolve upon the Saved- City National Bank of Holyoke whenever such change of name is eifeeted. Be it enewted by the Senazte and House of Representatives of the United _ _ _ 4 , States of America in Congress assembled, That a commission is hereby M1SS1*`*¤II*l**R*V°¤ created, to be called "The Mississippi River Commission", to consist of C°‘“‘“‘”‘°“‘ seven members. Sec. 2. The President of the United States shall, by and with the Number. advice and consent of the Senate, appoint seven commissioners, three of whom shall be selected from the Engineer Corps of the Army, one Selection. from the Coast and Creodetic Survey, and three from civil life, two of whom shall be civil engineers. And any vacancy which may occur in Vacancies. the commission shall in like manner be filled by the President of the United States, and he shall designate one of the commissioners appointed President. from the Engineer Corps of the Army to be president of the commission. The commissioners appointed from the Engineer Corps of the Army and Compensation. the Coast and Geodetic Survey shall receive no other pay or compensation than is now allowed them by law, and the other three commissioners shall receive as pay and compensation for their services each the sum of three thousand dollars per annum ; and the commissioners appointed Tenure ofomoo. under this act shall remain in office subject to removal by the President of the United States. Sec. 3. It shall be the duty of said commission to direct and complete Duties. such surveys of said river, between the Head of the Passes near its mouth to its headwaters as may now be in progress, and to make such additional surveys, examinations, and investigations, topographical, hydrographical, and hydrometrical, of said river and its tributaries, as may be deemed necessary by said commission to carry out the objects of this act. And to enable said commission to complete such surveys, examinations, and investigations, the Secretary of War shall, when requested . by said commission, detail from the Engineer Corps of the Army such Detail or assistoiheers and men as may be necessary, and shall place in the charge and ants, etcfor the use of said commission such vessel or vessels and such machinery and instruments as may be under his control and may be deemed necessary.
