Snyder did, in the year eighteen hundred and sixty-nine, settle upon an unsurveyed tract of land in said Territory, upon which he has since resided and made valuable improvements, which tract, when surveyed, was found to be the east half of the northwest quarter and west half of the northeast quarter of section sixteen, township two south, range four east; and Whereas said tracts are not subject to entry under the homestead or other laws owing to the reservation created by the organic act of said Territory above recited: Therefore, .
