That the said railroad company shall have the right to cou· P•¤¤•z¤·w•y¤· struct passagcways on said bridge for foot-passengers and vehicles of every description, and to charge a reasonable toll theretbr; but the rates of toll shall be submitted to the Secretary of Wanr and shall be Tolls, subject to his approval and to any change he may think proper from time to time. Sec. 4. That such alterations or changes as may be required by the Secretary of War or Congress in any bridge constructed under the provisions of this act shall be made by the said railroad company at their own expense; and it is hereby expressly provided that Congress reserves the right at any time to alter, amend, or repeal this act.
