Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Birming- Atlnpham, Atlantic and Air Line Railroad and Banking and Navigation H§°,,;°:l°;{é{" I5’,§',$,£`,}l,I Company, a corporation under the laws of Georgia, be, and said cor- §`$H_£‘,*{l18,$un,0¤G<;¤¤¤ _poration is here y, authorized and permitted to construct and main- ' tain a railroad bridge across the Oconee River at or near the city of Dublin, in the county of Laurens, in the State of Georgia. Sec. 2. That said bridge shall be constructed and built without ma- B ‘;'t¤ ¤¤ terial interference with the security and convenience of the navigation Pp W °' of said river, beyond what is necessary to carry into eifect the rights and privileges hereby granted; and in order to secure that object the said company or corporation shall submit to the Secretary of War, for his examination and approval, a plan, design, and drawings of the bridge and a map of location, giving for the space of one mi e above and one mile below the proposed location, the topography of the banks of the river, the shore-lines at high and low water, the direction and strength of the currents at all stages, and the soundings, accurately showing the bed of the stream, the location of any other bridge or bridges, and shall furnish such other information as may be required for a full and satisfactory understanding of the subgiect. and until the said plan and location of the bridge are approve:. by the Secretary of War the construction of said bridlge shall not be commenced: Provided that said bridge shall be bui t with draw spans {)’;j•¤·g'¤·»· giving eighty feet clear width at low water on either side of the pivot °"‘ pier in main channel and that the draw shall be opened promptly upon reasonable signal for the passage of boats, barges and rafts. and in no case shall unnecessary delay occur; and said companly or corporation shall maintain, at its own expense, from sunset til sunrise. such lights or other signals on said bridgeas the Light House Board Uzhw shall prescribe. - Sec. 3. That the Secretary of War is authorized and directed, upon Nomicauou or upreceivin such plan. map, and other information, upon being satisfied mm that thelridge built u on such plan and with suc accessory works and at such locality wiH conform to the prescribed conditions of this act. to notify said company or corporation that he approves the same; and upon receiving such notification said company or corporation may proceed to the erection of said bridge, conforming strictly to the approved plan and location; and shou d any change be made in the lan of the bridge or said accessory works during the progress of tile work thereon, such change shall be likewise subject to the approval of the Secretary of War; and in case of any litigation Licigariom arising from any obstruction or alleged obstruction to the free navigation of said river. caused or alleged to be caused by said bridge,
