Be it enacted ln; the Senate and House of Representatives of the United b.Di“"*°* °*` C°l¤¤· States of America in Congress assembled, That any person who, with lPenalty for s-me on intent to injure or defraud the District of Columbia, shall make or cause "“°’ ’°'°““°*· °*°· to be made any pipe, tube, or other instrument or contrnvance, or connect the same or cause it to be connected with any water mam or SGPVICB pipe or other pipe for conducting or supplying Potomac water, in such manner as to pass or carry the water, or any portion thereof, around or without passing through the meter provided for the measurm g and registering of the Potomac water supplied to any premises, or_ who shall, without permission from the Commissioners of the Distrnct of Columbia, tamper with or break any water meter or break the seal thereof, or in any manner change the reading of the dial thereof, shall be deemed guilty of a misdemeanor, and upon conviction shall be punished by imprisonment not exceeding six months, or by fine not exceeding two hundred and fifty dollars. 1-.m,_district courts of the district of West Virginia shall be held each year, ”R,§,· :;,9*- 572- *8- at Wheeling, on the lirst day of April and the twentieth day of Sep- tember; at Clarksburg, on the fifteenth day of April and the first day PM. 254- of October; at Martinsburg, on the iiffeenth day of October; at Charleston, on the iirst day of May and the tenth day of October; and that the circuit court shall be held at Parkersburg on the tenth day of January and the tenth day of June. Sec. 2. That all acts and parts of acts in condict with this act are herein repealed. Approved, April 6, 1892. AMI 7, 1802. CHAP. 37.-An act establishing a port of delivery at Des Moines, Iowa. Be it enacted by the Senate and House of Representatives of the United xmmoigxg States of Ammea in Congress assembled, That Des Moines, in the State Lamm puuisges of _Iowa, be, and ns hereby, constituted a port of delivery, and that the ,,,,,2,, ,,_ ,,,_ privileges of the seventh section of the act approved June tenth, __ eighteen hundred and eighty, governing the transportation of dutiable merchandise without appraisement, be, and the same are hereby, extended to said port. Sec. 2. That there shall be appointed a sm·veyor of customs to reside at said port whose salary shall be the usual fees, and commissions. Approved, April 7, 1892.
