Sec. 4. That so much of the appropriations herein made as may be 3b§g¤¤¤**¤°°l¥ ¤'¤** required to pay for goods and supplies, for expenses incident to their ` purchase, and for transportation of the same, for the year ending June thirtieth, eighteen hundred and ninety-four, shall be immediately available; but no such goods or supplies shall be distributed or delivered to any of said Indians prior to July first, eighteen hundred and ninetythree. And hereafter the Commissioner of Indian Mairs is au- _ thorized to advertise in the spring of each year for bids, and enter into ;,,§‘l,‘;,‘ff,‘;f,’§‘§§‘§,{‘,,,l’* contracts, subject to the approval of the Secretary of the Interior, for goods and supplies for the Indian service required for the ensuing iiscal year, notwithstanding the fact that the appropriations for such iiscal year have not been made: Prorided, That the contracts so mad P*·>7i·*¤·· shall be on the basis of the appropriations for the preceding hscal B‘*°" °* °°“"“°“· year: And pro vided further, that these contracts shall contain a clause that no deliveries shall be made under the same and no liability attach C°”*“¤°¤¤- to the United States in consequence of such execution if Congress fails to make an appropriation for the nscal year for which those supplies are required. And the Secretary of the Interior, under the direction of the _ _ President, may use any surplus that may remain in any of the said ap- ,0P;;$);§;Q';,j§:“’P‘“° propriations herein made for the pnrchaseeof subsistence for the several ' Indians tribes, to an amount not exceeding twenty-five thousand dollars in the aggregate, to to supply any subsistence deficiency that may occur: Provided hoererer, That funds appropriated to fulfill treaty ob- T,-my md, ligations shall not be used: And provided further, That any diversions fvhich shall be made under authority of this section shall be reported B*P°*°· in detail, and the reason therefor, to Congress, at the session of Cougross next succeeding such diversion: And provided further, That the mf;‘{;°_fl‘jj° °‘ "°°" Secretary of the Interior, under the direction of the President, may use ` any sums appropriated in this act for subsistence, and not absolutely necessary {br that purpose, for the purchase of stock cattle for the benefit of the tribe for which such appropriation is made, or for the as— sistance of such Indians to become farmers, and in aiding such Indians as have taken allotments to build houses and other buildings for residence or improvement of such allotments, and shall report to Congress, R°P°“~ at its next session thereafter, an account of his action under this proviszon.
