River near the village of Niobrara, Nebraska, the Government bridge recently destroyed by iloods. Said bridge shall be a. substantial wooden or iron bridge, with the necessary approaches, and the sum of seven thousand dollars, or so much thereof as may be necessary to reconstruct said bridge, is hereby appropriated out of any money in the Treasury not otherwise appropriated. That no part of the appropriation made by this act shall be paid out of the Treasury until a. contract is entered into with responsible parties, with good and sufficient sureties, to be approved by the Secretary of War, for the construction and completion of said bridge, including the approaches, at a cost not exceeding the sum hereby ap- Freé bridge- propriated. Be it enacted by the Senate and House of Representatives of the United §’it¢¤b¤r.·:,P¤.. may States of America, in Congress assembled, That the city of Pittsburg, a }’§§‘£€T’ M°“"“g°h°]° municipal corporation created by and existing under the laws of the Commonwealth of Pennsylvania, its successors and assigns, be, and they are hereby, authorized and empowered to construct, maintain, and operate a bridge over the Mouongahela, River, from a point on the south shore of said Monongaliela River at or near Twentysecond street, in the twenty-fifth ward of the city of Pittsburg, to a point on Brady street directly across said river, and on the north shore thereof and within the said city of Pittsburg, county of Allegheny, and Commonwealth of Pennsylvania. The said city of Pittsburg shall not commence the construction of its bridge, bridge piers, abutnxents, causeway, and other _ works over or in said Monongnhela River until the location and plan of the same shall have been submitted to and approved by the Se¤·retary of War. r¤w¤»s»c~»·¤ laws Sec. 2. That any bridge authorized to be constructed under this Act ¤PP*"" ¥"““"r "'"· shall be located and built under and subject to such regulations for the security of the navigation of said river as the Secretary of War shall prescribe; and to secure that object the said city of Pittsburg shall subunit to the Secretary of \Va·r, for his examination and approval, Hi design, plan, and drawing of the bridge, and ai map of the location, giving for the space of one half mile above and onelialf mile below the proposed location the high and low water lines upon the banks of the river, the direction and strength of the currents at high and low water, with the souudiugs, accurately showing the bed of the stream, and the location of any other bridge or bridges; such map to be in sufficient detail to enable the said Secretary of YVar to judge of the proper location of said bridge, and shall turnisli such other information as may be required for a full and satisihctory understanding of the subject; and until the said plan and location of the bridge are approved bv the Secciimgm. retary of \\'nr the bridge shall not be coninienced or built; and should
