The Auditor for the Navy Department shall receive and Ng? g0“grf°8jltf°*‘ examine all accounts of salaries and incidental expenses of the office y P m " of the Secretary of the Navy, and of all bureaus and offices under his - direction, all accounts relating to the Naval Establishment, Marine Corps, Naval Academy, and to all other business within the jurisdiction of the Department of the Navy, and certify the balances arising thereon to the Division of Bookkeeping and \Varrants, and send forthwith a copy of each certificate to the Secretary of the Navy. Fifth. The Auditor for the State and other Departments shall receive Stfgg **3;,** $*8; {gc? and examine all accounts of salaries and incidental expenses of the partments. ofiices of the Secretary of State, the Attorney-General, and the Secretary of Agriculture, and of all bureaus and offices under their direction; all accounts relating to all other business within the jurisdiction of the Departments of State, Justice, and Agriculture; all accounts relating to the diplomatic and consular service, the judiciary, United States courts, judgments of United States courts, Executive Oihre, Civil Service Commission, Interstate Commerce Commission, Department of Labor, District of Columbia, Fish Commission, Court of Claims and its judgments, Smithsonian Institution, Territorial governments, the Senate, the House of Representatives, the Public Printer, Library of Congress, Botanic Garden, and accounts of all boards, commissions, and establishments of the Government not within the jurisdiction of any of the Executive Departments. He shall certify the balances arising thereon to the Division of Bookkeeping and Warrants, and send forthwith a copy of each certificate, according to the- character of the account, to the Secretary of the Senate, Clerk of the House of Representatives, Sergeantat-Arms of the House of Representatives, or the chief officer of the Executive Department, commission, board, or establishment concerned. _ Sixth. The Auditor for the Post·Ofiice Department shall receive and 0,§g;§§’°‘;L°fj,Q;{”* examine all accounts of salaries and incidental expenses of the office of the Postmaster-General and of all bureaus and offices under his direction, all postal and money-order accounts of postmasters, all accounts relating to the transportation of the mails, and to all other business within the jurisdiction of the Post-Otiice Department, and certify the balances arising thereon to the Postmaster-General for accounts of the postal revenue and expenditures therefrom, and to the Division of Bookkeeping and Warrziiits for other accounts, and send forthwith copies of the certiiicates in the latter cases to the Postmaster·General. The further duties of this Auditor shall continue as now defined by law, except as the same are modified by the provisions of this Act. Sec. 8. The balances which may from time to time be certitied by mS*;m§$Q onbilggg the Auditors to the Division of Bookkeeping and Warrants, or to the u»—¤mp¤em¤¤:s,¤e¤. Postmaster-General, upon the settlements of public accounts, shall be final and conclusive upon the Executive Branch of the Government, except that any person whose accounts may have been settled, the head of the Executive Department, or of the board, commission, or establishment not under the jurisdiction ot an Executive Department, to which the account pertains, or the Comptroller of the Treasury, may, within a year, obtain a revision of the said account by the Comp- Revision. troller of the Treasury, whose decision upon such revision shall be final and conclusive upon the Executive Branch of the Government: l Provided, That the Secretary of the Treasury may, when in his judg- gg3yr35mm0N_ ment the interests of the Government require it, suspend payment and direct the re-examination of any account.
