That the preliminary examinations ordered in this Act shall M¤k*¤srr¤1imi¤¤rw be made by the local engineer in charge of the district, or an engineer °”m"”m°°S‘ detailed for the purpose; and such local or detailed engineer and the division engineer of the locality shall report to the Chief of Engineers, Report m cme: or nrst, whether, in their opinion, the harbor or river under examination E“g"‘°°’“· is worthy of improvement by the General Government, and shall state in such report fully and particularly the facts and reasons on which they base such opinions, including the present and prospective demands of commerce, and, second, if worthy of improvement by the General Government, what it will cost to survey the same, with the view of submitting plan and estimate for its improvement; and the Chief of Engineers shall submit to the Secretary of War the reports of the local RWM to Smmry and division engineers, with his views thereon and his opinion of the ¤f War. public necessity or convenience to be subserved by the proposed improvement; and all such reports of preliminary examinations, with such recommendations as he may see proper to make, shall be transmitted by Rkvpvrv to _H¤u¤<> of the Secretary of War to the House of Representatives, and are hereby p§’,$°§?f"”°"°“ *° b° ordered to be printed when so made.
