That the pay of assistant messengers, firemen, watclunen, m§“s§’n‘;}’r:Y“g;;':"°:f laborers, and charwomen provided for in this Act, unless otherwise etc. specially stated, shall be as follows: For assistant messengers, firemen, and watchmen, at the rate of seven hundred and twenty dollars per annnm each; for laborers, at the rate of six hundred and sixty dollars per annum each, and for charwomen,at the rate of two hundred and forty dollars per annum each. Sec. 3. Section one hundred and sixty-six of the Revised Statutes ‘ is amended to read as follows: `_ “ SEO. 166. Each head of a Department may, from time to time, alter m£,{§Y“"'° I’°*""*‘ the distribution among the various bureaus and offices of his Depart- 'fqmwrm dvtnilvf ment, of the clerks and other employees allowed by law, except such °l$€i§$]lZK°§is6,,_27_ clerks or employees as may be required by law to be exclusively engaged **¤=¤¤¤¤<*- upon some specific work, as he may find it necessary and proper to do, but all details hereunder shall be made by written order of the head of the Department, and in no case be for a period of time exceeding one hundred and twenty days: Provided, That details so made may, on expiration, be renewed from time to time by written order of the head of the Department, in each particular case, for periods of not exceeding one hundred and twenty days. All details heretofore made are hereby revoked, but may be renewed as provided herein.” Sec. 4. So much of section twelve of the legislative, executive, and ,hjl{;g;j};:P;’;{:!f&*°j, judicial appropriation Act approved July thirty-iirst, eighteen hundred w s110mm. and ninety-four, as requires the Secretary of the Treasury, on the iirst v°l·2“·P·2°°· Monday of January in each year, to make report to Congress of such officers as are then delinquent in the rendering of their accounts or in the payment of balances found due from them for the last preceding fiscal year is amended to read as follows: “ The Secretary of the Treasury shall, on the first Monday of January in each year, make report to Congress of such officers and administrative departments and offices of the Government as were, respectively, at any time during the last preceding fiscal year delinquent in rendering or transmitting accounts to the proper offices in \Vashington and the cause therefor, and in each case indicating whether the delinquency was waived, together with such officers, including postmasters and officers of the Post-Office Department, as were thund upon final settlement of their accounts to have been indebted to the Government, with the amount of such indebtedness in each case, and who. at the date of making report, had failed to pay the same into the Treasury of the United States." Sec. That section thirty-six hundred and twenty-one of the Revised Statutes is amended to read as follows: ‘· Sec. 3621. Every person who shall have moneys of the United States _ ¤{¤¤¤y¤r& 1»¤‘;1<>p<>=¤- in his hands or possession, and disbursing officers having moneys in {§°§,,§{‘ *’“ “' °’°"` their possession not required for current expenditure, shall pay the Bul*é;a:,¤¤·3°21·P·¤4· same to the Treasurer, an Assistant Treasurer, or some public deposi- ' tary of the United States, without delay, and in all cases within thirty days of their receipt. Andthe Treasurer, the Assistant 'l`reasurer, or the public depositary shall issue duplicate receipts for the moneys so paid, transmitting forthwith the original to the Secretary of the Treasury. and delivering the duplicate to the depositor: Provided, ’l`hat {_’;··::¤;°`_en postal revenues and debts due to the Post-Otlice Department shall be S °°°’ paid into the Treasury in the manner now required by law."
