Treasury be, and he is hereby, authorized and directed to purchase,_or ¤=¤¤¤¤¤· acquire by condemnation or otherwise, a suitable lot of land in the city of New Brunswick, in the county of Middlesex and State of ew . Jersey. and cause to be erected on the land so purchased or acquired a building, including fireproof vaults, heating and ventilating apparatus, and approaches, for the use and accommodation of the United States postoffice and other Government olilces and purposes in that Limit of cm- city, the cost of said site and building, including said vaults, heating and ventilating apparatus, and approaehe , complete, not to exceed the hmmm ‘ sum of one hundred thousand dollars. That said building, when completed, shall be protected by an open space of not less than forty feet Plsns,etc. on every side thereof, including streets and alleys. That it shall be the duty of the Secretary of the Treasury, after the site for the said building shall have been purchased, to cause a plan and specifications of said building to be prepared, which plan and speciticationsshall not requne or involve an expenditure in the erection and completion ’ of said building, including said vaults heating and ventilating apparatus, and approaches, complete, exceeding the sum that shall remain after the site of said building shall have been paid for. That no plans or specifications for said building shall be approved by the Secretary _ of the Treasury which shall require or involve an expenditure exceeding the amount herein limited, nor shall the erection of said building be commenced until ader such plans and specilications and full estimate thereibr shall have been previously made and approved according to law.
