In executing this authority he shall prepare a description and plans and specifications of the land, buildings, and machinery suitable for the factory; and shall advertise for proposals to furnish such land, buildings, and machinery as a whole plant, or separately, for the land or buildings or the whole or any part of said machinery, and report to Congress at its next session.
