State of Tennessee, be, and is hereby, authorized to construct, maintain, and operate a free public brid e across the Cumberland River at the foot of Broad street, within Sie corporate limits of said city, provided such location is, in the judgment of the Secretary of War, suitable to the interests of navigation. Sec. 2. That the said bridge shall be located and built subject to apijcfffxffjufg w" *° such regulations for the security of navigation as the Secretary of ` War may prescribe; and to secure that object the said mayor and city council shall submit, for his examination, adesign and drawing of the roposed bridge and a map of its location; and until the said plan and ibcation shall be approved by him the bridge shall not be commenced or built; and should) any change be made in said bridge, either before or after completion, such change shall likewise be subject to the apgroval of the Secretary of Wa1·. ` nc. 3. That such bridge shall be so kept and managed as to offer Aids *0 ¤¤·V1€¤*i¤¤· reasonable and proper means for the passage of boats and other craft through or under; the same; and for the safety of vessels passing at Lights night there shall be displayed on said brildlge, from sunset to sunrise, such lights or other signals as the Light- ouse Board may rescribe. And any changes in the said bridge which the Secretary of Ii’Var may at any time deem necessary, and order in the interests of navigation, shall be made by the owners thereof at their own expense.
