That when confirmed by the court the several assessments 0n·*§§,'g°° ° lm herein (provided to be made shal severally be a lien upon the land` assesse , and shall be collected as special improvement taxes in the District of Columbia, and shall be paéyablc in four equal annual installments, with interest at the rate 0 four per centum per annum from the date of confirmation until paid.
