That said bridlge shall be constructed with unbroken and SP°·¤¤·°*>°· continuous spans, and the main span shall be over the main navigable channe of the river, and shall give a clear width of waterway not less than one hundred and sixty-five feet, and shall give clear headroom the full length of said span of not less in any case than thirty-six feet above extreme high-water mark, as understood at the point of locatic. n. The remaining spans shall each give a clean width of waterway not less than one hundred and twenty-five feet, and a clear headroom not less in any case than seven feet between extreme high-water mark and the lower chords of the superstructure. Said bridge shall be constructed at right angles to and its piers parallel with the current of the river. Sec. 3. That this Act shall be null and void if actual construction of Gommencememand the bridge herein authorized be not commenced within twelve months °°mpl°ti°"‘ and completed within three years from the date of the passage hereof. Sec. 4,-,»That the bridge built under this Act, and subject to its I&¤w€¤1 structure limitations, shall be a lawful structure, and shall be known and reco - im p°s mum nized as a post route, upon which also no higher charge shall be mage for the transportation over the same of the mails, the troops, and the munitions of war of the United States than the rate per m11e paid for transportation of said mails, troops, and munitions over the railroads and public hilghways leading to said bridge; and equal privileges in.m'fcg1°8*¤Ph· etc-· the use of said bridgp shall be granted to al telegragiilh and telephone ` companies, and the nited States shall have the rig] t of way across said bridge and its approaches for ostal-tele rap purposes: Provided, That all railroa com anies desiring tge use of the bridge gyggiggf mmom authorized by this Act shall have and be entitled to equal rights and to use. privileges relative to the passage of railway trains or cars over the same and over the approaches thereto upon the payment of a reasonable compensation for such use; and in case the owner or owners of said bridge and the several railroad companies, or any one of them, desiring such use shall fail to agree upon the sum or sums to be paid, and upon rules and conditions to which each shall conform in using said bridge, all matters at issue between them shall be decided by the Secretary of War upon a hearing of the allegations and proofs of the parties; and e ual rivile es in the use of said bridge shall be granted to all telegraptli and) telepgone companies.
