That the Secretary of the Interior under the direction of U¤P °‘ l¤¤.*<¤ the President, may use any surplus that may iemain in any of the said g•Tmm°¤urge¤m°n_ apprlqpriations herein made for the purchase of subsistence for the seve Indian tribes, to an amount not exceeding twenty-five thousand dollars in the aggregate, to supply any subsistence dehciency that may occur: Provide , hat any iversions which shall be made under . authority of this section shall be reported in detail, and the reason scmim °f dw"` therefor, to Congress, at the session of Congress next succeeding such diversion: Provzded further, That the Secretary of the Interior, under m{}};°h{·¤° <>f sgssigk direction of the President, may use any sums appropriated in this Act me ¤uri>i¤I§. Su f for subsistence, and not absolutely necessary for that purpose, for the purchaseof stock cattle for the benefit of the tribe for which such appropriation is made, and shall reportto Congress, at its next session t ereafter, an account of his action under this provision: P1-omfded _£rthes, That funds appropriated to fulfill treaty obligations shall not "’°“°’ ‘“°'**°· use . · Sec. 4. That when not required for the urpose for which a ro- '"°°'*°'°“°¤°¤*°*' printed, the funds herein provided for the phy of specified emplbyees employee" m` at any agency may be used by the Secretary of the Interior for the pay of other employees at such agency, but no deiiciency shall be thereby created; and, when necessary, specified employees may be detailed for other service when not required for the duty for which they were engaged; and that the several appropriations herein or heretofore made ormillers, blacksmiths, engineers, carpenters, physicians, and other persons, and for various articles provided for by treaty stipulation for the several Indian tribes, may be diverted to other uses for the benefit of said tribes, respectively, within the discretion of the President, and with the consent of said tribes, ezpressed in the usual manner; and that he cause report to be made to ongress, at its next session thereafter, of his action under this provision. Sec. 5. That whenever, after advertising for bids for supplies in R¤1¤<=¤<>¤ vfbidsaccordance with sections three and four of this Act, those received for any article contains conditions detrimental to the interests of the Government, they may be rejected, and the articles slpeciiied in such bids ctw m¤’k°¤ P¤*· purchased in open market, at prices not to excee those of the lowest idder, and not to exceed the market price of the same until such time as satisfactory bids can be obtained, for which immediate advertisement shall be made: Provided, That so much of the appropriations f{n°g§g,,°rSupp,,“ herein made as may be required to pay for goods and supplies, for immediately nvmexpenses incident to their purchase, and for transportation of the °°l°' same, for the ear endin June thirticth, nineteen hundred and four, shall be immediately available, but no such goods or su plies shall be distributed or delivered to any of said Indians prior to Jpuly first, nineteen hundred and three. Sec. 6. That the Commissioner of Indian Aiiairs shall report annu· “¢,gg;*;m’;yg,E;;°¤· ally to Con ress, specifically showing the number of employees at each ' agency, ingustrial and boarding school, which are supported in whole' or in part out of the appropriations in this Act, giving name, when em loyed, in what capacity employed, male or female, whether white or lhdian, amount of com nsation paid, and out of what item or fund of the appropriation paid? and whether, in the opinion of such Commissioner, any of such employees are unnecessary. Sec. 7. That before any of the surplus lands belonging to either A“°”“°“‘·’· of said tribes of Indians shall be sold under the provisions of this Act there shall be allotted by the Secretary of the Interior eighty acres to each absentee of either of said tribes, and also to each of the children
