The plan of said improvement must conform with the general plan of the Government improvements, must not impede navigation, and no toll shall be imposed on account thereof, and said improvement shall at all times be under the control and supervision of the Secretary of War and Chief of Engineers. — The depth of water in tidal waters whenever referred to in this Act '¤`*<i¤1w¤¢¤¤*•¤v¢¤· shall be understood to mean the depth at mean low water unless otherwise expressed. A propriations made for the respective works herein named, or so nvm of ¤m>r¤vri¤· much thereof as may be necessary, may, in the discretion of the Sec- °`"‘ retary of War, be used for maintenance and for the repair and restoration of said works whenever from any cause they have become seriously impaired as well as for the further improvement of said works. Surveys and examinations rovided for in this section shall, unless njgggw ·=¤¤ ¤¤¤¤i otherwise expressed, be paid fdr from the appropriations made for the " respective improvements or projects to whic they pertain, or in connection with which they are mentioned.
