That all railroad companies desiring to use the said bridge Wshall have and be entitled to equal rights and privileges relative to the passage of railway trains over the same and the approaches thereto upon the payment of a reasonable compensation for such use, which compensation may be different in case of different railways. In case of disagreement as to com ensation for the use of said bridge the diference shall be determined) by the Secretary of War upon hearing the allegations and proof of the parties in interest. 8 *5:* *0 Sno; 5. That the bridge authorized to be constructed under this Act pp P ’shall be built and locate under and subject to such regulations for the security of navigation of said river as the Secretary of War shall rescribe; and to secure that obyect the said company or corporation slhall submit to the Secretary of Vi ar, for his examination and approval, a. design and drawing of said bridge, and a map of the location, giving, for the space of one mile above and one mile below the proposed location of the bridge, the topography of the bank of the river, with shore line at high and low water, the direction and stren th of the currents at all stages, and the soundings accurately showing the bed of the stream, the location of any other bridge or bridges, and shall furnish such other information as may be required for a full and satisfactory understanding of the subject. And until said plans and location of the brid e are a proved by the Secretary of War the bridge shall not be buii; . and srliould any change be made in the plan of said bridge during the process of construction or after completion, such change shall be subject to the approval of the Secretary of War. ,,g]*j¤° °‘ °°“¤*'¤°* Sec. 6.
