No appointment, promotion, transfer, or dismissal of any director, APP°i“““°““· °’°· supervising principal, principal, head of department. teacher, or any ot er subordinate to the superintendent of schools, shall be made by - the board of education, except upon the written recommendation of the su rintendent of schools. _ Thelbjoard shall determine all questions of general policy relatin to G°“°’“I d“°i°“- the schools, shall appoint the executive officers hereinafter provided E _ for, define their duties, and direct expenditures. All expenditures of x°°°dm`m°' public funds for such school urposes shall be made and accounted for as now provided by law undldr the direction and control of the Com- ·missioners of the District of Columbia. The board shall appoint all teachers in the manner hereinafter prescribed and all other employees provided for in this Act. · The board of education shall annually on the first day of October *““““’ °°'·“"'”°°- transmit to the Commissioners of the District of Columbia an estimate in detail of the amount of money required for the public schools for the ensuing year, and said Commissioners shall transmit the same in their annual estimate of appropriations for the District of Columbia, with such recommendations as they may deem proper. - Srzc. 3. That.the board shall appoint one superintendent for all the sc§)‘;gf;'i””°“"°”* °' public schools in the District o Cblumbia, w o shall hold said oiilice roweiaew. or a term of three years and who shall have the direction of and supervision in all matters pertaining to the instruction in all tltc ' sc ools under the board of education. _He shall have a seat in the board and the right to speak on all matters before the board, but not the right to vote. The board shall have power to remove the superintendent at any R°“‘°"'· time for adequate cause affecting his character and eiiiciency as superintendent. _ . The board, upon the written recommendation of the superintendent ,€;};*,j}';f" ”“P°’*“‘ of schools, shall also appoint one white assistant superintendent for the white schools and one colored assistant superintendent for the colored schools. The white assistant superinten ent, under the direction F°* "'•**° *°‘*"°'**· of the superintendent of schools, shall have eneral supervision over the white schools, and is specifically chargeci under the direction of the superintendent, with the unification, as far as may be racticablc, of the educational work of the white hi rh schools and of sill academic and scientific subjects in the McKinleyLManual Training School and the Business High School. The colored assistant superintendent, under the direction of the F"""“""'“l”"""°'“ superintendent of schools, shall have sole charge of all teachers, classes, and schools in which colored children are taught. And he is s ciiically charged, under the direction of the superintendent, with th; unification, so far as may be practicable, of the educational work of the colored high schools, and of all the academic and scientific subjects of the Armstrong Manual Training School. And he also shall be charged specifically, under the direction of the superintendent, with the unification of the educational work of the intermediate grades of _ the colored schools. · The board, upon the written recommendation of the superintendent ,uQj;g$_gg,gg{,g§m* of schools, shall appoint a director of intermediate instruction for the white schools who shall have charge under the direction of the superintendent of the unification of educational work of grades five to eight, inclusive. . There shall be appointed by the board a supervisor of manual train- M mm" ing who, under the direction of the superintendent, shall have supervision of manual training instruction. `
