That every person who engraves or causes or procures to $vf;i€'»w.{’w'i»¤i'si·1 be en ved, or assists in engraving, any late in the likeness of any mm plate for the printing of a certificate of citizenship, or who sells any such plate, or who brings into the United States from any foreign lace any such gpm, except under the direction of the Secretary of gommerce and bor, or other proper officer, and any person who has in his control, custod , or possession any metallic plate engraved after the similitude of, any plate from which any such eertificate has been printed, with intent to use such plate or suffer the same to be used in forging or counterfeiting any such certificate or anv rt thereof· and ever rson who rints, hotogra hs, or in an Pa y `Y P0 P P P RAY other manner causes to be printed, photzgraphed, made, or execu , any print or impression in the likeness o any such certificate, or any part thereof, or who sells anfy such certificate, or brings the ame into the United States from any oreign place, except by direction of some proper officer of the United States, or who has in his possession a distinctive per which has been adopted by the proper officer of the .
