For contingent expenses of the government of the District of Colum- °°'*“¤8°¤*°*P°¤°°¤- bia,· namely: For grinting, checks, books, law books, books of reference and periodica s, stationery; detection offrauds on the revenue; suryeying instruments and implements; drawing materials; binding rebrnding, repairing, and preservation of records; mamtaimng and keeping in good order the laboratory and apparatus in the office of the ins ector of ailphalt and cement; damages; livery, purchase, and care ofp horses an carriages or buggies not otherwise provided for; horseshoeing; ice; repairs to pound and vehicles; use of bic clos by ins ectors in the engineer department not to exceed eight hundred dollars; and other general necessary expenses of District offices, including the sinking-fund office, Board of Charities, excise board, personal-tax board, harbor master, health department, surveyor’s office, superintendent of weights, measures, an markets office and department of insurance, and purchase of new apparatus and laboratory equipment in office of insplector of as halt and cement, thirty- four thousand five hundred dollars; and the commissioners shall so P . apportion this sum as to prevent a deficiency therein: Provided, That msmciion on use horses and vehicles appropriated for in this Act shall not be used by °' "°”°°·°"`~ the commissioners for any other purpose than to visit such points within the District of Co umbia as it may be necessary to visit in order to enable them to inspect or inform themselves concerning any public work or property be onging to the said District or to do any other act necessary to the administration of its affairs. No art of the money appropriated bv this Act, except appropria— ,,,I,§f,'¥,§,‘{,'},,s@’;}‘§,‘},‘?" tions fdr the militia, shall be used for the purchase, livery, or maintenance of horses, or for the purchase, maintenance, or repair of buggies or carriages and harness, except as provided for in the appropriation for contingent and miscellaneous expenses or unless the apipropriation from which the same is proposed to be paid shall speci cal y authorize such purchase, livery, maintenance and repair, and except also as hereinafter authorized. _ No part of the money appropriated bg this Act shall be used for the h}:{{§dl¤S°¤¤°° P'° payment of premiums or other cost of re insurance. or contingent expenses of stables of the engineer department, $‘•*’*°*~ including forage, shoeing, purchase and repair of vehicles, purchase and repair of harness, blan ets, lap robes, purchase of horses, whi s, oils, brushes, combs, sponges, chamois skins, buckets, halters, jacks, rubber boots and coats, medicines, and other necessary articles and expenses, five thousand dollars; and no expenditure on account of the engineer department for the items named in this paragraph shall be made from any other fund; except as hereinafter authorized.
