L. Me er, Postmaster General of the United States of America, and the Ilight Honorable Sydney Charles Buxton, Postmaster General of the United Kingdom of Great Britain and Ireland, have mutually agreed that, beginning on the iirst day of October 1908, the pregand postage rate applicable to letters mailed in the United States ad ressed for delivery in the United Kin dom shall be two cents an ounce; and to letters mailed in the Uliited Kingdom addressed for delivery in the United States, one penn an ounce. Letters unpaid or short-paid shall be despatched to distination, but double the deficient posta e, calculated at said rates, _ shall be collectible of addressees upon tie delivery of the unpaid or short—Kaid letters. Receipts- Eac country shall retain to its own use the postage collected on the letters in question.
