WHEREAS the Congress of the United States did an Act N•'“¤*°•~ paived on the twentieth day of June, one thousand ninghundred Li; $?.°i°iiiissv. , authorize the people of the Territory of New Mexico 'to form a constitution and State government, and provide for the admission of such State into the Union on an equal with the original States upon certain conditions in said Act sped : AND WHEREAS said people di adopt a constitution and ask admission into the Union: _ AND WHEREAS_ the Congress of the United States did (pleas a *•*•·P·*•~ _ joint resolution, which was approved on the twenty-first y of August, one thousand nine hundlied and eleven for the admission of the State of New Mexico into the Umon, which resolution required that the electors of New Mexico should vote upon an amendment of their State Constitution, which was prodposed and set forth at length in said resolution of Congress, as a con tion precedent to the admission of said State, and that they should so vote at the_same time that the ihst glensral election as provided for in the sand Constitution should be eld: ‘ _ _ _ AND WHEREAS it a pears from mformation laid before me that said first general State election was held on the seventh day of November, one thousand nine hundred and eleven, and that the retums of said election upon said amendment were made and canvassed as in section five of said resolution of Congress provided: _ AND WHEREAS the Govemor of New Mexico has certified to me the result of said election upon said amendment and of the said general election: _ _ _ _ AND WHEREAS the conditions imfposed by the said Act_of Con- j¤,j,g¤g_v*f¤· approved on the twentieth day o June, one thousand mne hun- Egds and titgaandlhy the said joint resolution of Congress have been com wit : _ .
