F§.;'°' R °S°**° There is hereb§ established, under the Department of the Navy, E°°*”“='»’=*·*; ' a Naval Reserve orce, to consist of six classes, designated as fo‘lows and_as hereinafter described: CMM- Fust. The Fleet Naval Reserve. Second. The Naval Reserve. - Third. The Naval Auxiliar Reserve. Fourth. The Naval Coast gefense Reserve. Fifth. The Volunteer Naval Reserve. Sixth. N aval Reserve Flying Corps. _ The Naval Reserve Force shall be com sed of citizens of the €·‘.§',T‘*§{§’,§,"3,, um, United States who, by enrolling under regullstions prescribed by the °‘ "°·'· °*°· Secretary of the Navy or by transfer thereto as in this Act provided, obhgate themselves to serve in the Navy in time of war or during the existence of a national emergency, declared b the President: Provided, That citizens of the insular possesions of tie United States {’,¥.K°;m,,,g_ malylenroll in the Naval Auxiliary Reserve. - e Secretary of the Navy shall make all neeemary and proper m£L°1‘“°“ °° *’° regulations not inconéstent with law for the administration of»the provisions of this Act which relate to the Naval Reserve Force. Persons enrolling shall be required to take the oath of allegiance °““* °‘ °“°¤*°¤°°- to the United States. When first enrolled members of the Naval Reserve Iforce, ex t m_l"°'***°¤°* ¤¤°•· those in the Fleet Naval Reserve, shall be gyen a provisional gum, rank or rating in accordance with their q ations determmed by im examination. They may thereafter, upon application, be assigned easppiaszma. to active service in the Navy for suc periods of instruction and training as may enable them to qualify for and be confirmed in such grade, rank or rating. _ No member shall be confirmed in his provisional grade, rank or ,,°Sgf,§‘$’$f*'*¤°· rating until he shall have performed the minimum amount of active service required for the class in which he is enrolled, nor until he has duly qualified by examination for such rank or rating under regulations prescribed by the Secretary of the Navy. No person shall be appointed or commissioned as an officer in any °,§§,_“{*'}““°”’· °*°·· rank in any class of the Naval Reserve Force, or promoted to a higher rank therein, unless he shall have been examined and recommended for such appointment, commission, or promotion by a board of three naval officers not below the rank of lieutenant commander, nor until he shall have been found physically qualified by a board of
